An OMB may also be the operator of the aircraft. Current rules do not recognize airline groups as part of an aviation organization. The group`s various air carriers are currently considered separate and parallel air organizations under national control. Each operator must designate an account manager (ACM) and manage an integrated OMB and NPCA. Limited outsourcing is permitted, which requires active control through direct participation in the necessary resources and skills.
